VKA’s purpose per Article II of its bylaws
The Corporation is formed with the following objectives: To encourage the most appropriate use of land for civil and community purposes, with particular emphasis on the development, promotion and protection of the interests and welfare of the residential property owners and residents of the Ventura Keys and adjacent or nearby areas in the City of Ventura, County of Ventura, including those in other independent municipalities located in Ventura County.

CC & R's - Conditions, Covenants and Restrictions
The VKA owns the big and little beaches and the Keys entrances and is responsible for their upkeep and maintenance. The Association is the representative, advocate and liaison for the residents of the Keys and represents them at Ventura City Hall, and with other municipalities, in such matters as street and channel maintenance, dredging, water quality, tree trimming, and safety. The Association is charged with enforcement of the CC & R’s (Conditions, Covenants and Restrictions; see link below) that are a part of every property owner’s deed. The Association also publishes the Keys Breeze, the newsletter of the Ventura Keys Association, puts on the Annual Keys BBQ, among just a few of its activities.
